Default Wierd interaction with program controls and browser - I can't see pdf files

I'm having a lot of trouble browsing.
When I click on a link to a pdf file (or a download), I don't get the object.
Under Netscape, I get a message saying "the object was blocked".
In Firefox, I just don't get the object.
And in IE I get a "This page cannot be displayed" error screen.
Under my program settings, Adobe Reader has trust level "Trusted", Trusted and Internet Zones access enabled, Server (trusted and internet) question marked, and send mail questionmarked.
The browser itself has trust level "Trusted", Trusted and Internet Zones access enabled, Server question marked.
The options within the browser tell the browser to use the Adobe plugin to read .pdf files.

My default settings are to not allow new programs or sites to have any communications priviledges.
    Any idea what's going on?
I'm trying to download a patch from microsoft.
The microsoft.com site has all checkmarks on the privacy screen.
    That is, it is
