vsmon.exe is TrueVector Internet Monitor, the core of Zone Alarm. If it should crash, your network access is halted and the ZA icon in the system tray becomes a yellow X on a red background. At that point, you may get a pop-up from ZoneAlarm saying "The TrueVector Service has shut down, do you want to restart it?".

This message will be in the same style as the normal ZoneAlarm dialogs and it is safe to say "Yes".

Next time it happens, check that the ZA icon has turned into an X and that the dialog is in proper ZoneAlarm styling. Otherwise, it could be a browser pop-up or some other spam trying to get you to click and install something nasty.
