Default Getting: Firewall has blocked internet access to your computer (NetBIOS Session) security alert

Usually during the work day, my home desktop is receiving the following message:
The firewall has blocked Internet access to your computer (NetBIOS Session) from 10.140.3.14 (TCP 4212) (TCP Flags: S).
It recieves probably a couple thousand over the period of an hour.
After a couple hours (I usually turn it off - but occasioanally, I don't because I miss it happening), it stops.
The IP address seems to be always the same.
The TCP port number starts at some arbitrarily low value and goes up by 3 each time.

My computer network is behind a router and my IP address all are 192.168.X.X.
I don't understand where 10.140.3.14 is coming from.
I tried blocking 10.140.3.14 on my router (even tried 10.X.X.X), but the messages still pop up through Zone Alarm.
Is this something I should be worried about?
I guess it could be my ISP (COX Communications in VA), but why would they be attempting to access my computer's NetBIOS session (isn't that for FILE sharing?)
Any ideas or help would be appreicated.
I tried googling for information, but I'm guessing I'm just using the wrong keywords or its just not clicking for me what is going on.

Hi! I know Guru Bill has the exact answer!

http://ws.arin.net/whois for ip 10.140.3.14 and FAQ
    http://www.iana.org/faqs/abuse-faq.htm

    The BIOS ports are 135, 137, 138, 139 and 445. The port 4212 is
    http://www.auditmypc.com/port/tcp-port-4212.asp

This may be innocent and not a hacker, but I can not say for sure.
