My guess is your IP is on the that sites or that web hosts block/ban list.

This could happen if you recently got a new IP assigned. The previous owner or the entire block of IPs was banned by that server.

This has happened to myself when Rogers purchased several big block of IPs from a previous owner notorious for spam and malware.
Ebay was blocked for a few days before they got into line and some odd sites would not work for months.

Best to find the email address for that site and contact the owners/administrator/web master and get things straightened out.
If it is the web host that is blocking out your IP and not the web site itself, then contact that web host and get your IP off their block list.
Just tell them to straighten out the block lists and remove your IP from the ban lists.

    There you are!
    LOL!
I have been in touch with them. They are biz associates of mine.
They have NO idea why this is happening either.
We have been running ping and trace of all of their servers except for
the one I have problems with
BUT they may be able to find something from what they asked of me.
NO reason at all for this to be happening!
BTW: If you want to email me I can go into more detail!
    -----------
I just thought of something else ... If they banned a block I would not be able to hit their normal website.
This site is an iframe from MY site to theirs. A common thing in the biz.
Any banner, or cam, or anything is throwing those packet dumps.
When I hit their site http://site.com NO problems. The http://site.site.com - bam NG!

    hmm.
I sent only one email, asking for the tracert results from the command.

(left click the command icon in the prompt and select the edit and select the "select all"and press Enter and it is now pastable).
