Default Web Server Applications on Localhost

I installed ZA Security Suite 6.5.737 in a Windows 2000 environment on my laptop.
I have a BEA Websphere Application Server running from a command window.
I can log into the app but whenever I try to do anything in the application I get sent back to the login screen.
If I turn off ZA, everything works as it should.
    The web app address is
I have set and localhost as trusted sites, the Oracle apps are set to trusted in Access and Server, and generic host processes is set for trusted in Access and Server.
Anyone know what I might be missing?
This used to work but I had a crash and had to re-install everything.
I just don't recall what I had done before to allow the web app through ZA.

    Operating System:Windows 2000 Pro
    Product Name:ZoneAlarm Internet Security Suite
    Software Version:6.5

Just wanted to add some more information...
If I turn OFF Cookie Control on the Main Privacy Tab, then I can access my web app.

This is despite the fact that I had already
unchecked all cookie blocks from the site list for and localhost.
What impact does turning off cookies have on my overall internet security???
