Default Can't access programs with ZoneAlarm active

Not sure this is the correct board but I started up my computer this morning and out of the blue, with every program I tried to open - Outlook Express, IE Explorer, Word, most every other program (tho not folders) and not Photoshop, I get the window: Windows cannot access specified device, path or file. You may not have application permissions.
After rebooting and trying everything I could think of I finally shut down Zone Alarm which did the trick.
Then started it again and all was ok for a while but when I rebooted again it happened again.
Needless to say I had to shut
    ZA down again.
Of course this is not handy.
Hoepfully it's just a bug or setting that's gone awry.

All the windows securtity is up to date.
    Can someone help please?
    Thank you.
