Options 1, 2, and 3 did not work for me.
The only thing that worked was to uninstall KB951748; worked with on-line DSL help from telephone company to set up a new connection; temporary fix at best.
Had telephone company DSL serviceman out and he had to change the IP address of the modem, plus a lot of other things.
Still have not reinstalled Hotfix from Microsoft.
