This is the instructions that I was given regarding the slow/never shutting down winxp. I set the value to 10000 and it appeared to work until the next updated and then we were back to the normal never shutting down. My mistake was actually replying saying that it was fixed, won't put bad medicine on that again.

We may have isolated a registry entry that is causing this behavior. To troubleshoot, please click Start > Run. Then type in:
Click OK. Then follow the steps below.
01.) On the left, click the + next to HKEY_LOCAL_MACHINE
02.) Click the + next to SYSTEM
03.) Click the + next to CurrentControlSet
04.) Left click on the folder 'Control', to highlight it
On the right, there should be an entry listed that is labeled 'WaitToKillServiceTimeout'. What is its value set to? This will appear in the second column and it should be a number.
I was instructed to set this to 10000, if this did not resolve the issue then set it to 20000.
