How do I get services back start-programs-control panel-administrative tools-services? this list is void
Do I need to do a complete xp install?

    Check this:
Navigate to: Computer Management/Services and Applications/Services/ -then
Click on View/Add Remove Columns/ -all five columns should be listed in the Right Window titled "Displayed columns"
If all five columns are listed in the Left Window titled "Available columns" them Move all five to the Right Window

In between the Available Columns and Displayed Columns is an Button titled 'Restore Defaults'
Is the 'Restore Defaults' Button Grayed Out?
If the 'Restore Defaults' Button Is Not Grayed Out, Initialize it by Left Clicking on it
    Does that Help?

Yes the defaults are greyed out.

I have run msconfig under the services tab 99% are listed as stopped.

OK.....in the System Configuration Utility (msconfig):
Startup Tab = Click the 'Enable All' Button then Click the 'Apply' Button
Services Tab = Click the 'Enable All' Button then Click the 'Apply' Button
General Tab = Enable the Radio Button 'Normal Startup - load all device drivers and services' then
Click the 'Apply' Button and then Click the 'OK' Button
Reboot the System and Log into Your Administrative Account, when the Desktop Appears an Dialog Box
will popup Informing you about the Configuration Changes, there is an Check Box in the Lower Left
that you can Enable or Disable to Stop Future Warnings about the Configuration Changes. If you
Disable Future Warnings and Make Changes to the System Configuration Utility Again, the Dialog Box
will Continue to Appear Until you Disable Future Warnings Again.
