This problem is occorued in ZoneAlarm Extreme Security version:9.1.507.000 too. But i think i found a solution. After you do a clean install, do not shut down the computer, do a reboot once or twice.
Also check the Windows settings, tweaking applications reduce the shut down time by killing services sooner than the default value.
And i found i can backup the settings, this saved me a lot of pain.
