    Default Blocking internet access

Is there a way to completely block internet access both inbound and outbound WITHOUT affecting network access? Setting the internet block also blocks network access.

    Default Blocking all internet traffic

I have searched this site, googled, and cannot find a straight understandable answer to this. I've asked here before with no replies. It seems like a simple question. Consider this a bump.
I have several computers connected with a LAN. Some computers should be able to use the internet. Some should have no business there at all.
When I use the padlock thingy, Zonealarm does shut down internet activity. But it also SHUTS DOWN ACCESS TO THE LAN. This can't be that unusual of a request. How does one do it?
