Angry Dept of State "System Cleaner" virus

I had a "System Cleaner" virus pop up and seize my computer this evening. I cannot get around this. I've rebooted several times and it continues to seize my computer. Looks real, stating I've violated fed law and can pay a $200 fine with a monepak and not be prosecuted. Says I only have 48 hrs. How can I get rid of this mess?

First of all do not pay . Second follow all the steps as detailed here:
    Malware Clean-up Guidance

If one step fails skip to then next and so on....

and to avoid this in the future read this:

xyz was not detected. What I should do?

    Thanks,
